Shelter Manager

Stephen Center has served homeless and low-income individuals in Omaha since 1984 with the mission to partner with the community, families and individuals to overcome homelessness, addiction and poverty.  The Pettigrew Emergency Shelter and Permanent Supportive Housing offerings provide safe and secure housing while individuals and families complete an assessment of permanent housing options. All Stephen Center residents have access to dual diagnosis support services via the HERO addiction/recovery program. 100% of Stephen Center shelter supportive housing participants are living in poverty.  Housing transition support identifies poverty barriers that may impact one’s ability to achieve or maintain permanent housing through case management, life skills, and behavioral health services. Stephen Center serves approximately 250 people daily in all programs.  


Purpose: The Emergency Shelter Manager is responsible for the management and day-to-day operation of the Stephen Center Pettigrew Emergency Shelter. This role oversees staff, volunteers, interns, and work-study participants to ensure the provision of safe and effective services. The manager, at times, coordinates with and represents Stephen Center during meetings and strategic discussions with Threshold (the Continuum of Care (CoC) for Douglas, Sarpy and Pottawattamie Counties) and other community partners.

 

Key Accountabilities:

The Shelter Manager reports to and is directly responsible to the Chief Program Officer in all matters related to the operation, planning, staffing, organizing and management of the facility.

·         Maintain 24/7 operational coverage to ensure adequate staffing at all times.

·         Establish a consistent on-call schedule to address evening and weekend staff or client needs.

·         Ensure a safe, dignified, and sober environment for all residents in alignment with program standards and organizational values.

·         Lead the development and implementation of shelter-specific policies, procedures, and programming aligned with agency goals.

·         Ensure proper usage of database collection system, Clarity, to assist with necessary reports and data collection.

·         Hire, train, supervise, and evaluate all Emergency Shelter staff.

·         Provide ongoing staff development opportunities, ensuring alignment with trauma-informed care practices and professional growth.

·         Act as a role model of professionalism, integrity, and recovery, promoting a culture of respect and authenticity among staff and residents.

·         Be dependable and punctual regarding scheduling and attendance.

·         Participate in grant research and writing efforts, supporting the Chief Development Officer as needed.

·         Responsible for the supervision of all Emergency Shelter employees and shall ensure quality and safety standards are met when hiring Emergency Shelter employees.

·         Responsible for training and providing all staff supervision.

·         Oversee program standards and ensure compliance with established budgets.

·         Responsible for hearing and analyzing complaints, ensuring residents are notified of rules and regulations, as well as enforcing the rules, supervision of programming, provision of counseling/therapy services, as needed.

·         Address resident grievances, enforce shelter rules, and mediate conflicts in a manner consistent with trauma-informed care principles.

·         Implement and abides by all specific program and Agency procedures, policies and procedures, and requirements.

  • Ensure the shelter maintains compliance with all legal, safety, and licensing requirements. Other responsibilities may be added at the discretion of the Chief Program Officer.

Position Requirements:

Bachelor’s Degree in Counseling, Psychology, Human Service, or Social Work, with a minimum of 1 year of supervisory experience is preferred; or Associate’s degree in lieu of the above with 3 years minimum of supervisory experience.

  • Bachelor’s degree in counseling, Psychology, Social Work, Human Services, or a related field with at least 1 year of supervisory experience (preferred).
  • OR Associate degree with 3 years of supervisory experience in a similar field.
  • Proven experience in managing administrative tasks, including budget creation, compliance, and strategic planning.
  • Demonstrated leadership and team-building skills in a dynamic work environment.
  • Strong written, oral, and interpersonal communication abilities.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access) and database management systems (e.g., Clarity).
  • Effective time management and the ability to handle multiple priorities simultaneously.
  • Knowledge of homelessness services and best practices, including trauma-informed care.

  • Ability to occasionally lift and/or move up to 25 pounds.
  • Periodic standing, walking, kneeling, pushing/pulling, and sitting.
