HERO Program Director

Stephen Center has served homeless and low-income individuals in Omaha since 1984 with the mission to partner with the community, families and individuals to overcome homelessness, addiction and poverty.  The Pettigrew Emergency Shelter and Permanent Supportive Housing offerings provide safe and secure housing while individuals and families complete an assessment of permanent housing options. All Stephen Center residents have access to dual diagnosis support services via the HERO addiction/recovery program. 100% of Stephen Center shelter supportive housing participants are living in poverty.  Housing transition support identifies poverty barriers that may impact one’s ability to achieve or maintain permanent housing through case management, life skills, and behavioral health services. Stephen Center serves approximately 250 people daily in all programs.

Purpose: The Program Director is responsible for managing the day-to-day operation of Stephen Center HERO Program, including residential and non-residential services, ensuring compliance with all national, state, and local laws and requirements. The Program Director reports to the Chief Operating Officer in all matters related to the operation, planning, organizing and management of the facility/programs.

Key Accountabilities

·Provides supervision, guidance, coaching and staff development for the Assistant Director and Therapists of the HERO residential, intensive outpatient and outpatient programs.

·Regular presence and oversight of the HERO residential, intensive outpatient and outpatient substance use and co-occurring treatment programs.

·Adhere to the principals of Trauma Informed Care to assure a safe treatment program.

·Knowledge of Recovery-Based, Stages-of-Change, Motivational Interviewing,

Cognitive-Behavioral, and various evidence-based, and culturally competent treatment.

·Oversight of day-to-day client-staff/therapist ratios, ensuring adequate coverage on all shifts, in compliance with regulatory requirements.

·Ensure compliance with Federal, State, and local standards.

·Ensure supervision for Resident Support Specialist, Admission Coordinator, Utilization Review Specialist and Billing Coordinator.


Administrative Duties

·Participate in the development of organizational mission and vision; and communicate how strategic goals relate to HERO program goals.

·Create and maintain a work environment focused on problem solving and conflict resolution.

·Provide clinical supervision to provisionally licensed therapists. This involves meeting regularly with assigned staff reviewing all treatment plans, progress reports and discharge summaries.

·Responsible for oversight of all aspects of the HERO Program building standards, client care standards, and budget compliance.

·With leadership team, participate in the development, review and revision of program policies and procedures.

·Alongside Clinical Director, leads program planning, implementation and coordination to ensure program goals and current activities are in compliance with department, accreditation, VA and Federal/State rules, regulations, policies and procedures.

·Abides by all specific program and Agency procedures, policies, and requirements.

·Prepare statistical and program evaluation reports.

·Works with Chief Operations Officer for the oversight of all billing functions, to include state parole/probation vouchers, federal offender billing, Veteran’s Administration billing, Medicaid and client self-pay billing and payments.

  • Review and approve clinical records and treatment plans for the HERO residential, intensive outpatient and outpatient Therapists.

·Responsible for the coordination and assignment of interns to therapists.Provide weekly supervision of master-level interns and provide time for undergrad students as needed to discuss/review learning contracts. Also provide supervision with their university supervisor as needed.

·Effectively responds to client/consumer needs and problems, initiates and maintains positive interactions, timely response to phone calls, e-mail, and other requests.

·Provide training and support around strength-based treatment plans that contain measurable goals and are culturally relevant.

·Interview and hire staff when vacancies occur. Provide training on Stephen Center procedures and documentation requirements. Complete Annual Performance Evaluations for staff. Recommends and implements corrective action as necessary.

·Position will assist Chief Operations Officer in reviewing and preparing charts for annual site visit(s).

·Coordinate CARF standards within the policies and procedures of the HERO Program, and participate in the writing of core HERO documents, to include policies, procedures, and forms.

·Client direct contact includes, but is not limited to, staffing clients, hearing and analyzing client complaints, ensuring clients are notified of rules and regulations, as well as enforcing the house rules, supervision of all clinical programming and sessions, provision of counselling/therapy services, as needed.

Professional Growth and Development

  • Participate in regular supervision sessions for the purpose of reviewing cases, discussing treatment strategy and monitoring client progress.
  • Continue personal and professional growth and development through reading, research, workshops, seminars, and other strategies which will broaden knowledge on therapeutic approaches and techniques and support the maintenance of the mental health practitioners and drug and alcohol counselor license.
  • Participate in agency required training.

Position Requirements:

·Master’s Degree in Counselling, Psychology, or Social Work, with a minimum of 5 years of supervisory/management experience is required.

·Licensed Independent Mental Health Practitioner (LIMHP) and Licensed Alcohol and Drug Counselor (LADC) required.

·Strong work experience in an administrative position, with increasing levels of responsibility and supervision.

·Experience with program and budget development and compliance.

·Ability to recognize, assess, and determine treatment needs for dual diagnosed clientele.

·Excellent written and verbal communication skills.

·Ability to work independently with minimal supervision, with responsibility to exercise substantial discretion and independent judgement.

·Understanding of and ability to work with person of diverse cultural backgrounds.

·Proficiency with PC applications to include Microsoft Word, Microsoft Excel, PowerPoint, and Access.

·Strong organizational and time management skills, as well as attention to detail.

·Ability to manage and coordinate multiple tasks and balance long and short term projects simultaneously.

·Ability to work with staff quickly, accurately and effectively in a dynamic work environment.
