PSH Program Manager
Stephen Center has served homeless and low-income individuals in Omaha since 1984 with the mission to partner with the community, families and individuals to overcome homelessness, addiction and poverty. The Pettigrew Emergency Shelter and Permanent Supportive Housing offerings provide safe and secure housing while individuals and families complete an assessment of permanent housing options. All Stephen Center residents have access to dual diagnosis support services via the HERO addiction/recovery program. 100% of Stephen Center shelter supportive housing participants are living in poverty. Housing transition support identifies poverty barriers that may impact one’s ability to achieve or maintain permanent housing through case management, life skills, and behavioral health services. Stephen Center serves approximately 250 people daily in all programs.
Purpose: The Program Manager is responsible for managing the day-to-day operation
of Stephen Center’s Permanent Supportive Housing (PSH) project, working collaboratively
to ensure compliance with all national, state, and local laws and requirements.
The Program Manager is responsible for supervision of all PSH staff.
Key
Accountabilities: The Program Manager reports to and is directly
responsible to the Chief Operations Officer in all matters related to the
operation, planning, organizing and management of the PSH apartments/facility.

Consistent presence and oversight of PSH;
·
Assurance of a safe, sober environment program;
·
Day-to-day maintenance of a sufficient resident-staff
ratio;
·
Designation of a substitute who is responsible and
accountable for management of PSH to act in the Program Manager’s absence.

Participate in grant research and writing, as needed and
requested by Stephen Center’s Chief Operations Officer and Chief Development
Officer.

Responsible for the supervision of all PSH employees
and shall ensure quality and safety standards are met when hiring PSH
employees.

Ensure all safety and security guidelines are
followed.
·
Independently and in collaboration with 3rd
party vendors or partners to ensure compliance with Federal, State, and local
standards, including Omaha Housing Authority.
- Administer the policies and
procedures of Stephen Center, Inc., and participate in the writing of core
PSH documents, to include policies, procedures, and forms
- Responsible for oversight of
all aspects of PSH building standards, resident care standards, and budget
compliance
- Responsible for the oversight
of all billing functions and payments
- Resident direct contact includes,
but is not limited to, hearing and analyzing complaints, ensuring
residents are notified of rules and regulations, as well as enforcing the
rules, supervision of all programming
- Conducts self in a trauma
informed manner of professionalism that is conducive to recovery from
mental illness, co-occurring disorders and overall wellness, including a
minimum of one year of continuous sobriety if in recovery, from the
substance for which you are in recovery.
- Abides by all specific program
and Agency procedures, policies, and requirements.
- Other responsibilities may be
added at the discretion of the Chief Operations Officer.

Position
Requirements:

Bachelor’s degree in
property management, real estate, business management/administration, social or
human services, or closely related field with a minimum of two (2) years of
management experience preferred. An Associate’s degree with a minimum of three
(3) years of management/supervision experience considered.

Strong work experience in an administrative position,
with increasing levels of responsibility and supervision.
·
Experience with budget development and compliance.
·
Team player.
·
Excellent written, oral and interpersonal
communication skills.
·
Proficiency with PC applications to include Microsoft
Word, Microsoft Excel, PowerPoint, and Access.
·
Strong organizational and time management skills, as
well as attention to detail.
·
Ability to manage and coordinate multiple tasks and
balance long and short-term projects simultaneously.
·
Ability to work with staff quickly, accurately and effectively
in a dynamic work environment.
·
